make sure the wires are on the distributor cap correctly, by this i mean the order.. i dont have my manuals on me to look it up sorry
Check for a intake manifold leak. Air that is leaking in after the MAF sensor can cause surging like that. To check for a leak take a can of brake clean and with your engine running spray around the manifold gaskets and listen to the engine. If it smooths out or revs up higher you got a leak. Another thing to check would be your IAC. Idle Air Control. They can cause Surging at idle. However im not sure if Toyota uses them on the earlier Trucks.

Hmm I havent checked the for leaks but i checked the air vane and it was working properly and i have the wires on right. I replaced the spark plugs and this made a difference but the surging can still be felt every now and then. The plugs i took out looked new on the outside but were orange and black on the tips. Im assuming this meant the motor was running lean assuming that the injectors had been clogging. If someone could also find me a vaccum diagram a 90 22re that would be helpfull to.
replace the wires cap and rotor ! IDK why but whenever I try to replace my cap and rotor from advance auto. the rotor they give me NEVER WORKS! so Im running the stock rotor but new everything else
