POR(paint over rust) 15 would be your best bet to delete all rust. Goes right over rust and does some chemical reaction and bonds with the rust...
Idk what the limit is for stretching tires but I seen some really extreme cases where the side wall is almost at a 45 degree angle from the beed...

Maybe some 15x8 of 16x8 centerlines, some deep dish rims with stretched tires and make them stick out a bit. Like an old school japan drifter.???

is there a difference between a 2wd 89-91 valance and a 2wd 92-95 valance
the bolt pattern is the same but will it fit over the hub of my truck.....anybody knows please let me know before these rims are sold.... -thanks
