heres what it is, older hull with a 2002 evinrude fuel injected 115, lots of stainless goodies, t-top, and leaning post.
the 32/36 gives more power and better gas mileage so ive heard. Ive never run one though. as for the choke im sure they have both electric and manual.

I dont think the steering is sloppy, with a lowered truck and new steering components I think its pretty good... for suspension you could always...
that header looks nice... you should make a few turbo headers for the 22r so some of us can go turbo without selling our mothers to get that steed...
I cant tell if the spring is in the right angle or pulling the right way, but If it just needs to be tighter I would replace the spring or get rid...
