The resistor he's referring to is just for the indicator to work..I highly doubt it will fix your highbeam situation...did you ever get a chance...

you have those dim spots because the light is not evenly distributed throughout the cluster...I used an LED strip vs just changing out the bulbs...
Its probably that starter fuse under the hood. I had an open air filter once that had a metal ring on the top...there is that little box on driver...
