you have to put like some sealant such as silicone or a piece of gasket where the bolt will mate with the surface.... prevents it from leaking out...
new sending units can be bad out of the box you know! but yeah, check for continuity throughout the entire wire....
can you tell us what the temperature rating on that thermostat you had was?
to get them nicely polished: 180 grit 400 grit 800 grit 1200 grit 1500 grit some good polishing compund! LOTS of elbow GREASE! Start sanding...
