Probably shorting out somewhere. Check the wiring at the switch and to the wiper motor

Ive had melted connections at the switch on previous cars.

Doesnt hurt to check and trace wires. Hell it could be the wiper motor itself shorting

electricity likes to take the pass of least resistance. So if theres a shorter way to "ground" then "pop" goes your fuse. Get a wiring diagram and trace all wires/relays/switch in the wiper circuit or just physically check to make sure there is no wires rubbing against anything.
