spinning bolt

    1981 2wd longbed..starsky and hutch colored
    trying to loosen the two lock nuts on the torsion bars, yet the entire bolt itself is spinning as well. do i need a new setup?

    Hold the top nut ntm turn the bolt. Then hold the 2nd nut n turn the bolt...
