Part info. on rear fender

    does anyone know what that black piece is in front of the rear fender? is it a stock piece or add-on?[​IMG]

    some trucks came with it others didnt but im assumng the 84 didnt come with it my has an 84 n he doesnt have it but ive seen newer truck 85-88 with it
