Just bought this little truck. Trying to get it registered but she faile the emissions on me

heres the results
failed the HC on the idle test by 12 ppm
alos failed the carbon monoxide on the high speed the limit is 1.20 it read 2.60 but on the idle test it read 0?

carb has these three vacuum ports plugged off, where do they go? could this be causing the failed im?
