I see alot of pickup to 4 runner front end swap info, but I want to go pickup front. Reason being....I want the full phantom grille. Question is, do I really need 2wd bumpers and fenders? Do I have to swap out radiator supports?

No, you don't have to. You could just use the 89-91 4runner/ 89-95 4wd corner lights to make it more flush for the phantom grille, unless you're shaving the corners.
(92-95 4runner corner lights stick forward a little to match the front end)
