Depending on if this is icbc is and insurance company or something else, what you do with your truck is your decision. If it is an insurance company and they write the check to you then you can spend it any way you see fit. If they write the check to both you and the shop then have the shop sign the check and then you can deposit it to get the money to pay for what you want to do to your truck. I've worked with people and how insurance companies do things for a while. The reality is, it is your truck and you can do what you want with it.

I think he missed your location. Down here we can do as he describes. The insurance company cuts us a check and we get it fixed or if it's a beater we just made money on the deal. :D Some companies write the check directly to the body shop but it is up to us what shop it goes to.

Are you talking about the plastic lining inside the fender guard, the actual metal wheel well or actually remove the whole side wall that holds up the fender and replace it with tubing like a tube front?
The plastic inner fender lining comes off with 3 or 4 bolts easy as.
Making your own wheel tubs to create more clearance is a bit harder and may mean you need to strip your engine bay.
I am looking at doing my own wheel tubs and tube fronting the whole front of the car from the wheel tub forward. If you have a rough idea on design, know how to use a welder and have a bit of time you should be right. I suggest if you do make a tub front like I am looking at, make it removable so if you have a fender bender you can just unbolt the front tube section and make a new one without having to hack at your old tubes.
