Canadian Carbs

Was wondering about carbs installed on Canadian trucks. Specifically 1980 trucks with 20rs. From what I can tell from my manuals the most of the emission equipment ports the 4x4 trucks were capped. But the pictures don't show some parts installed at all. like the TP diaphragm, and the FICB diaphragm. Anyone come across anything like this?
