If the 84 block is a pre laser block, NO, they won't interchange, early 22R's were a tall block, tall head configuration, used a 98 link timing chain, in around late 84 they changed the engines to a short block, short head setup and used a 96 link chain, so they won't swap without major machine work.
As for bolting a head on without surfacing, yes thats fine if the surface is flat, clean, and free of any dings, dents, gouges, scratches, or anything else that might hamper gasket sealing.

someone will chime in with how to tell which 22r block you have. if its the newer one it should work fine. older one, not a direct bolt on. 84 was a change year, so they have both types. and i second the surfacing info. it both look perfectly clean then you should be okay.

Go to the link below and look at the block picture at the bottom, if your 84? block has the laser boss on the drivers side, then yes you can use the 86 head on your engine, if not, no.. Same deal, if the extra block you have has the boss, then its a late model short deck block, if not its an earlier tall deck engine.

looks like the motor in my truck is laser cut.

so that means a 86 head will bolt up to it right??

yes, if its the laser cut or the later 22r block, the 86 head will bolt on to it...

If your engine has the dome top pistons like a pre-85 engine has the there is no way that a post-85 laser block head will work, you will crash the pistons into the head.
