I have a 2 hubcaps but they don't look good at all they are rusted up

 

I don't know much about restoring hub caps but do you think they could be cleaned up or have they rusted through?

Its silver found it in the dirt at the local yard and currently it is over at yankeetaco. I will try to remember to take it and snag a pic when I am over there next.
