If you haven't inspected the wires or connections I'd start there and even the headlights themselves can act up if there cheap ones ...double check your relays and a multi meter is your best friend when it comes to wires see if your getting 12volts on the low beam circuit at the headlight connections also check your harness that runs across the radiator for cuts or melts

excessive resistance on the wiring for the low beams. Look for burnt looking spots.

I am having the same issue.
The low beams have never worked since I bought the truck. The relay clicks, and the high beams work.
I don't see any burnt spots along the wiring...I even replaced the bulbs/lights themselves incase it was a defect.
    Any thoughts?
